So if I understand you Marcel, the work to be done is-
1 - Move all the checkboxes into a 'Select items to export' box
2 - Remove "Don't export items:" & "Remove non-local items:" from the 'Options'
section 
3 - Add "Don't export records without items" to the 'Options' section
4 - The option in #3 would be applied after the item selections
