Bug 7310 introduced new list permissions in 3.8. Somehow these permissions were
not clearly understood by everyone. Bug 10865 hid these permissions in various
circumstances again in 3.16 (and 3.14).
On a few reports we felt the need to simplify (bug 18214, 10679 as examples).

This report proposes the following:
[1] Allow three permissions (instead of the current 8 possibilities):
    N=Nobody changes list contents,
    O=Owner only makes changes,
    A=Anyone who sees the list, makes changes
[2] The distinction between adding or deleting an entry is no longer made. If
you now have change permission, you can do both. 
[3] Also deleting an entry does no longer depend on who added the entry. This
especially confused users. 
[4] Formerly, the owner could always add entries. It is now possible to make a
list readonly (again; concept before 3.8 iirc).
