Bug 7534: Validate pickup location in CanBook/ItemBeReserved

This patch adds $branchcode_to parameter to CanBookBeReserved and
CanItemBeReserved. It represents the pickup location for the hold.

To test:
1. prove t/db_dependent/Holds.t
