No, but if the last return is the last issue, then max issue_id in old_issues
will be higher than the max id in issues. Thus, the current auto_increment
issue_id will match an existing old_issues issue_id and thus everything blows
up.

Barton is proposing that on startup, we set the auto_increment for
issues.issue_id to GREATEST( MAX(issues.issue_id), MAX(old_issues.issue_id) ) +
1
