Bug 17717 : Work around for the permissions problem when running
process_message_queue

To test
1/ Make sure some things are in the message queue
2/ Run the cron jobs, notice nothing is sent
3/ Build and install a new package (or manually update the
/etc/cron.d/koha-common file)
4/ Run the jobs again, notice mail is sent
