It seems that it depends on system preference
PatronSelfRegistrationVerifyByEmail

Editable in OPAC:
Check to allow patrons to edit this attribute from their details page in the
OPAC. (Requires above, does not work with PatronSelfRegistrationVerifyByEmail.)
