The ability to translate the notices is a great new feature. However, to have
it work well staff is placed in a position of asking patrons their preferred
language. If that could be added to the patron record on the
opac-memberentry.pl page then the patrons would be empowered to manage that
themselves. 

We have patrons use the online form to register for a card so that would be the
best point of contact for that choice.
