We did, but the reason old_issues exists, is because keeping it one massive
table becomes really slow quite fast.

With recalls this probably will take longer to be a problem, but having
circulation stuff slowed down (specifically returns) by having millions of rows
to check through was the reason the issues table was split in the first place.
I don't believe one table that grows forever for circulation is a viable fix.
