That is the correct behaviour - all items that are checked in, meaning
regardless of original location, set the location to 'FIC' (it does NOT mean
'all items on the record')

Hmm..I am warned everytime - but you are only warned on change of pref and not
prevented from saving. On bad data the pref will simply not work any more and a
warn in the logs. I think this should be sufficient - the text is very
explanatory, the warning should give you pause, and it only works if set right
