Bug 18916: Add pagination to top of search results in staff client

To look the same as OPAC.

To test:
1) Do a catalogue search in staff client that results in more than one
page
2) Notice pagination is only at the bottom
3) Apply patch and refresh page
4) Notice pagination is at top also
