Bug 4319 followup - [OPAC] allow to holds items in transit

Changes on C4::Reserves::IsAvailableForItemLevelRequest

Make sure this tests pass:
  - t/db_dependent/Reserves.t
  - t/db_dependent/Holds/DisallowHoldIfItemsAvailable.t
