Bug 7317: Add unit tests & fix, add comments to Illrequest.pm.

* Koha/Illrequest.pm: Add code commentary.
  (_backend_capability): We need to invoke our code ref.
* t/db_dependent/Illrequest/Config.t: Improve tests.
