What about the following query instead?
UPDATE systempreferences SET value = CONCAT('http://', value) WHERE variable =
'staffClientBaseURL' AND value <> "" AND value NOT LIKE '^http%';

staffClientBaseURL is not supposed to be empty, but it will avoid to have it
set to "http://"
