I have upgraded Koha from 16.06 to 16.11. All worked fine except language
translation (spanish es-ES). Command line echoes this message:

Error: the selected language is already installed. Try --update if you want to
re-install it.


I tried koha-translate --update es-ES but it fails
I tried koha-translate --remove es-ES but it fails
I tried koha-translate --install es-ES but it fails
