I think the flexible pref is the best way to fix the issue without breaking
anybody's workflow.
We want the behaviour consistent for those who wants and let time to adapt the
workflow for others. We should not scope screw here and fix the inconsistency
in 18.05.
We could add a warning in the pref description (native English speaker around?)
