I think the pref is too limiting for a lot of multilingual instances still.
Could we make it work like that? 

Make the manual pref a list of language codes to existing manuals. Try to open
the manual in the current GUI language first using the list to verify if it
exists. If it doesn't match one of the language codes, use the first code in
the list as a fallback.

We could start the list off with all the existing manuals and first language
en, but it would be easy to add new ones.
