The code here seems solid, but I worry about false negatives when
itemtypes/itypes might be inconsistent (i.e. initial result doesn't have a link
so patron never clicks in to record to see that they can place a request)

Can a syspref be added to control this? Something like "ArticleRequests: Show
article request link 'Always/Use best guess' "
