Bug 22049: Add tests

The current tests only check some failure use cases. This patch makes it cover
more use cases

To test:
- Apply this patchset
- Run:
  $ kshell
 k$ prove t/db_dependent/Circulation/MarkIssueReturned.t
=> SUCCESS: Tests pass!
