I am not familiar enough with the current UI or how the calendar is used by
libraries. So it is hard to give my point of view on the UI changes.

About the performances:
* did you take a look at Date::Holidays?
* What about loading the calendar in memory (with the existing data) with a
home-made structure and improve is_holiday
* What were the bottlenecks? Do you still have the nytprof raw files, or the
html files? You only provided the global result so we cannot identify what are
the slow areas.
