I thought Koha could do that, but on checking I only found:
RestrictionBlockRenewing 
and BlockExpiredOpacActions

I think we might want to have RestrictionBlockHolds or similar too. 
Or we could mimick BlockExpiredOpacActions with the options on patron
categories for restrictions.
