I think this is a possible duplicate to some other existing bug reports
concerning the branch transfer limits:

Bug 7614 - Branch transfer limit and holds 
Bug 11020 - Transfer limits should be checked when placing a hold/reservation
in Staff client
Bug 10993 - Transfer limits should be checked when placing a hold/reservation
in OPAC

Kyle, can you please check and mark duplicate if it fits? The other bugs have
patches, but not sure if something can be salvaged from there. Discussion might
still be interesting.
