Hello, 

I've rebased the patches and tested them. When importing authority types, it
appears that the modal box never closes, but I waited a few minutes and it did
eventually close and all the data had loaded in correctly. So technically the
feature works, but it's very slow. I'm not sure how to make it faster. Will set
to Needs Signoff for now and allow testing to happen unless someone can give a
tip for why it's slow and how to fix that - but for now, it does work.
