It seems that in the Inventory tool, after choosing a library in the "Select
items you want to check" area, the Shelving location dropdown list is not
updated accordingly also to show the relevant shelving locations of the chosen
library.

(That of course implies that there are some shelving locations that are
restricted to only some libraries. Shelving locations with no library
restrictions are of course shown here regardless of the chosen library)

In case that this was 'by design', for consistency the user should not be able
to choose a library either and be restricted to run the tool only for his/hers
home library. 

So, my point is that if one can choose another library then he/she should see
the appropriate shelving locations for that library (in addition to the ones
that are available to all) or else that part of the tool is not usable.

Testing plan:
1/ Create a shelving location SL1 that is only available to branch A
2/ Create a shelving location SL2 that is only available to branch B
3/ (optionally) Create a shelving location SL3 with no branch restriction
4/ Assign user U1 to branch A
5/ If you go to Tools->Inventory, in the "Select items you want to check" area
you will see only SL1 and SL3 regardless of the library selected. 
The 'proper' behavior would be to see SL1/SL3 if you choose branch A and
SL2/SL3 if you choose branch B
