The problem occurs on koha 16.11 in the french interface (not in thr english
one).

Whatever rule you edit in the issuing rules (french interface), the current
value of on shelf holds is not kept : it's systematically positionned to yes (I
suppose because it's the first item of the scrolling list). So, if you don't
pay attention to this, when modifying an other parameter you risk to change
this reservation rule without being aware of.
