Bug 14769: Introduce Koha::Authority::ControlledIndicators

This module reads its settings from pref AuthorityControlledIndicators.
The get method allows you to retrieve indicator values for specific
biblio fields.

Test plan:
Run t/Koha/Authority/ControlledIndicators.t
