Martha, it sounds like perhaps the circ rule with "Only if unpaid" did not get
selected. Did you set *all* your rules to "Only if unpaid" to ensure you didn't
accidentally change the wrong rule? The unit tests prove the functionality
works so that's my best guess at what's happening for you. I've also added some
more unit tests to prove partially paid lost fees don't cause a credit when the
rule is applied.
