Hi Ray,

it's a totally separate feature and the terminology mix-up will be resolved
with 18.05

Bug 19794 - Rename RLIST - Routing list notice template as it's not related to
routing lists

For it not sending out emails I think this might be better as a separate bug.
There was a problem in some versions a while ago, but not sure if you were
affected. Is the type column in your alert table filled?
