Have you setup a SIP connection for OverDrive to authenticate against? And have
you tested the connection to ensure that it is working?

Additionally you will need to check the values in your system preferences with
OverDrive and request access for the OverDrive patron authentication API at
developer.overdrive.com - let them know you are setting up access for Koha and
they should get back to you
