Tested on mariadb 10.1.26-0+deb9u1

To recreate:
1 - Enable tags and disable moderation (or plan to moderate and accept tags)
2 - Tag 3 records:
   a - with 🐋
   b - with 🌮
   c - with 👍
3 - Note the weight on each says '3'
4 - Click the tag to search, you get back all the records
