Bug 20356: Add EmailSMSSendDriverFromAddress system preference

Add EmailSMSSendDriverFromAddress system preference for overriding Email
SMS send driver from address.

How to test:
1) Run tests in t/db_dependent/Letters.t
2) All tests should pass
