Ah sorry, that syspref is only when there are other items available that can
fill the hold. So I guess we are both having the same issue in the end but it
just appears now in many different forms. Btw, I think your problem doesn't
exists with SIP server (you need to have AllowItemsOnHoldCheckout enabled).
