Assuming this is about aqbudgets.budget_code

This would be nice, but on our production system we have 150+ fund codes, and
every year gets about 30 more, so the pull-down might be a bit unwieldy.

Maybe a normal input, with a HTML5 <datalist> element attached to it would
work.
