Can you send this one out to the mailing list Martin? While I agree with the
change I believe there are libraries out there entering items retroactively,
and sometimes entering them upon the ordering phase, this would add work for
them as they would have to make new edits in the receiving phase.

I am not against it, just want to make sure users are warned.
