Hi Kimberle,
this indicates a problem in your data, there is the same reserve_id for an
active hold as an already fulfilled hold in your database.

The easiest fix is to delete the duplicate id from the old_reserves table with
SQL. Then you will be able to fill the other hold.
I am marking invalid as this is a database issue that needs to be fixed on
system side.
