Bug 20996: Remove prefix use of borrower category

One of these patches in the rebased set is failing with "error: sha1
information is lacking or useless (Koha/Illrequest.pm)", so I'm obsoleting them
all, un-obsoleting their predecessors, then going to rebase and re-attach
patches (including josef's POD fix)
