Bug 21327: Add Core::Main Namespace

- Core::Exceptions
- Core::Prefs

This is the main class of Core, along with siblings
Prefs      - to handle sysprefs and overrides, as well as
Exceptions - Also included are the Makefile and koha-conf setup
