If <branch> is now mandatory inside <interlibrary_loans> in koha-conf.xml it
should probably be added to these template files? 

- etc/koha-conf.xml
- debian/templates/koha-conf-site.xml.in

It looks like the increase in speed is really significant, so I'll try to sign
off as soon as I can.
