If system preference decreasehighloanholds is enabled and rules are set up :
such as Enable the reduction of loan period to X number of days for items with
more than X number of holds "over the number of holdable items on the record.
When a record has multiple items and multiple holds, however, enough available
(holdable) items to fulfill all the holds, a pop will still appear activating
this reduction of loan period. If there are more than X holds, Koha should
still look at the number of holdable item prior to activating this reduction of
loan period. However currently, it is just going on the number of holds on the
record instead of taking the other factor into play.
I can replicate this on 17.11.08.
