Bug 20959: (QA follow-up) Add missing $KohaDates filter

This patch adds a missing $KohaDates filter to the display of the book
drop mode "effective checkin" date.

To test, apply the patch and go to Circulation -> Check in.

Check the "Book drop mode" box. The message which displays should show a
correctly-formatted effective checkin date.
