A library which is part of a multi-branch system would like to only allow items
to be picked up for holds if and only if that patron is a patron of that
library.  However, they would like the system preference:
OPACallowusertochoosebranch to be set to ALLOW. Could there be an enhancement
of a new way to allow this type of flexibility for hold requests?
