Resetting to assigned as I've spotted a followup I need to make.

It would seem that accountlines wise we have always marked overdues for lost
items as 'returned'. I think this is misleading and should be replaced with an
'OVERDUE' + 'LOST' combination to show the fines final state as LOST rather
than RETURNED. I don't believe there's any way to retrospectively apply this to
prior records unfortunately.

Followup will come shortly (along with a full test plan.. appologies for not
including one before now)
