Sorry, my comment above is incorrect. The click event listener is currently
only created if the AllowRenewalLimitOverride syspref is turned on, I think it
needs adapting so it is created if the AllowRenewalLimitOverride OR
AllowRenewalOnHoldOverride sysprefs are turned on. The checkbox will then be
displayed if the user has circulate_override_renewals AND either of those
sysprefs are enabled.
