This is now ready for testing!

The remote branch has been rebased and adjusted. Patches attached to this bug
report as well.

Test plan:
- checkout master and create several circulation rules
- apply these patches and run the updatedatabase.pl script
- confirm that the screen displays the correct value
- add/edit/delete rules and confirm that there is no regression
- focus on empty strings vs 0 vs undef values
- pick some rules you know well and confirm the restrictions applies
accordingly to the values you have defined (renewalsallowed for instance)
