As Koha does have a logging system in place, it would be great to have changes
made to the circulation and fine rule matrix to be tracked and logged. 
Circulation and fine rule matrix are complex and very specific and it would be
nice if/when a change has been made to this matrix, that a library can find out
who made the change.
