Currently failed overdue notices are sent to the branch email , or when that is
not set to the KohaAdminEmailAddress syspref. 

Several of our clients have requested a seperate email address for failed
overdue notices to be sent to. This email address will be defined in the:
RedirectAddressForFailedOverdueNotices syspref.
