Bug 20750: (follow-up) Use Koha::ActionLogs

We now use Koha::ActionLogs in favour of C4::Log::GetLogs. This enables
us to deprecate Koha::Illrequest::Logger::get_epoch

This adds a dependency on Bug 22363.
