I think the introduction of Coce has solved this problem well enough that there
isn't much demand for more work. However, I agree with Frodolin that it would
be good to make Coce and local cover images work better together.

I'm resetting the "ASSIGNED" status of this because I think it's not actively
being worked on by anyone.
