At present, overdue_notice.pl requires the command line flag '--html' to be
present in order to render overdue notices as html. This causes a lot of
confusion among users -- they check the 'html' check box, and nothing happens.

I'm not *exactly* sure what the behavior of gather_print_notices.pl is, but it
has an '--html' flag, so we should look at that as well.
