Bug 20106: Hea - Added notes to sysprefs (administration page, example for
geolocation)

Test plan:
1) Go to system preferences and search for UsageStats.
2) Confirm that the system preferences all have a note with a link directing
user to a page to
update their usage statistics
3) In system preferences for UsageStats, notice that the description of
sys pref 'UsageStatsGeolocation' provides an example with the Eiffel
Tower's geolocation.
