This bug seems to be resolved/fixed. In Koha 18.11 at least the RenewalsLog
records the who, where, and when of renewals when it is enabled in the system
preferences. 

For a more conclusive answer I went looking for a closed bug that marks the
creation of the RenewalLog system preference, without success. 

Can this be closed?
